West Valley Cleanup Alliance, LLC

West Valley Cleanup Alliance, LLC (WVCA) is the U.S. Department of Energy’s environmental management contractor at the West Valley Demonstration Project (WVDP) for the Phase 1B Deactivation & Demolition (D&D) Contract.

Under the contract, WVCA will continue the current WVDP cleanup mission to include, but not be limited to, the demolition of remaining near- and below-grade components of the main plant process building; additional facility deactivation and demolition; contaminated soils remediation and disposition; waste management and legacy waste disposition; safeguards and security; environmental monitoring; surveillance and maintenance; and program support activities.

WVCA comprises BWXT Technical Services Group, Inc., Amentum Technology, Inc., and Geosyntec Consultants, Inc.

Leadership

Jason Casper | President and Program Manager

Jason Casper is the President and Program Manager and leads all aspects of the WVCA team. Casper is the site’s current president and program manager and brings important continuity of operations between the outgoing and incoming contractors. He has 29 years of experience managing and executing environmental projects in the U.S. and abroad.

Peggy Loop, Waste & Site Operations Manager, is another incumbent manager who will remain in her current position. Loop has 35 years of specific West Valley program experience. She has been essential to the program’s evolution and growth, leading establishment of the site’s transuranic (TRU) waste program and driving sustained efforts to maintain the site’s facilities and infrastructure.

Dan Way, Decontamination and Decommissioning Manager, joins the WVCA management team from BWXT, where he has led D&D activities at four sites in four states, managing a staff of more than 200 people. Way was previously chief of nuclear safety operations at the Y-12 National Security Complex and is a 20-year veteran of the U.S. Navy.

Elizabeth Lowes, Environment, Safety, Health, Quality & Regulatory Manager, continues in her incumbent role at West Valley and assumes additional responsibility for ESH&Q beyond her current role as vice president for regulatory strategy. Lowes has more than 30 years of relevant experience in regulatory management roles, including more than 20 years at West Valley. She also served as an environment, safety & health program manager on the Los Alamos legacy waste cleanup contract.

Dan Stevens is the Engineering and End State Manager for the WVCA team. Dan was previously the Project’s Technical Services Manager overseeing engineering, work control, and nuclear safety programs. Dan has over 30 years of engineering and project management experience in the DOE complex.

Sherry Cherry is the Project Management Office (PMO) Manager, leading all aspects of cost management, scheduling, risk management, estimating, and project management. With 17 years of experience in managing and executing nuclear projects, Sherry provides strategic leadership to ensure successful program delivery.

Dustee Martinet is the Business Services Manager, overseeing contract management, business operations, and other wide-ranging financial facets of WVCA.  Dustee previously held this role at the Project, providing leadership and continuity between contractors and leveraging nearly 20 years of expertise in business operational processes and compliance.

Small Business Contracting

WVCA is committed to subcontracting 35% of cumulative task order value to small businesses, providing meaningful work to deliver phase 1B end states. We fully integrate our master small business plan into the task order management process. We provide access to new subcontractors, offer new work scopes to small businesses, and create subcontracting opportunities in non-traditional roles that are focused on cost-effective delivery.
